ViewMountain View Police are informing the public that a 38-year-old high-risk sex offender was released on parole to Mountain View on July 5. Frank Ramirez, 5 feet 11 inches tall, 190 pounds, with brown eyes and hair, is on parole for attempted rape and rape, police said. He was first convicted of rape by force in 1983 and served nine years in prison. He was paroled in January 1992 and arrested in Sunnyvale in May 1992 again for attempted rape. He was paroled in August 1997. In October 1997 and again in December 1998, he was returned to prison for parole violations, police said. His victims were women ages 21-37 whom he met in bars. He assaulted his victims in parking lots, police said. Mountain View police released this information in according with Megan's Law to "enhance public safety and protection," officials said. Ramirez is the only high risk sex offender registered in Mountain View, police said. Special PC meeting considers Sherwood The Los Altos City Council and Planning Commission will hold a special meeting at 7 p.m., Thursday, to review and discuss potential benefits, costs, timing and the possible focus of a "charrette" for the Sherwood Gateway area. A charrette is "a brief intense design session(s) that address(es) urban problems or community visions in a comprehensive manner," said City Planner Jim Mackenzie. The ideas and concept for this meeting grew out of a recent visit from a consultant with Walkable Communities. The meeting will be in Room A, Hillview Community center, 97 Hillview Ave., Los Altos. El Camino road work beginning Aug. 16 Caltrans has announced it will be resurfacing El Camino Real from Grant Road in Mountain View to the Stanford Shopping Center in Palo Alto beginning Aug. 16. The project is expected to take three weeks and work will be done between 10 p.m. and 7 a.m., officials said. At least one lane will be kept open at all times. Parking will be constricted during construction. State funds will pay for the work, said Jim Porter, assistant public works director for Los Altos. "This is part of the annual roadway maintenance," Porter said. Mountain View PD offers gun buy-back The Mountain View Police Department will participate in the state-funded buy-back program for the SKS, Sporter, semi-automatic rifle. The state passed a law Jan. 1 that bans all assault rifles as of Jan. 1, 2000. To participate in the program, call the police department at 903-6395 to schedule an appointment to have your weapon picked up at your home. If your weapon meets the criteria - bought between Jan. 1, 1992, and Dec. 12, 1997 - you will be issued a voucher for $230, redeemable through the state's Department of Justice.
